According to the Work Programme of Nordic IN the issues to deal with in the area of development of the Baltic trade unions are
- to support the Baltic trade unions in their work to increase the efforts of recruiting new members and sign more and better collective agreements
- to make the Baltic trade unions participate actively in the work of European Works Councils
- to support mergers and financial reforms in order to strengthen the Baltic trade union movement.
All this in the perspective that today only 10-15 percent of the employees are organized in a trade union and that the trade union structures in the Baltic States are weak.
